Actually, barring those using lynx, they do.  New versions of Netscape & IE 
both contain a built in .pdf plugin; Mozilla may not due to licensing issues.

I could rapidly whip up a Java applet with basic zooming/scrolling of a gif 
in a couple of hours, using Swing.  This leads to another problem, though: 
only users of Netscape 6.0 beta (who did a custom install) or users of the 
Sun Java plugin will be able to view them.

Advantages: Takes about 2 hours to do.
Disadvantages: Still not quite native to the web, until Netscape 6 is no 
longer beta.

Javascript?  How?

If you'd like the above applet whipped up, send me the exact specs on what 
you want, and I'll try to get to it.  I could whip try to do it tonight, if 
you'd like; otherwise, it will have to wait until Tuesday--I'm going up to 
Philly for the holiday to see my girl.  :)
