7. The Toronto Supernatural Non-Agression Pact (TSNAP) =-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=-=- The martyrs go hand in hand into the arena; they are crucified alone. -- Aldus Huxley's _The Doors of Perception_ The Toronto Supernatural Non-Agression Pact (TSNAP) was originally signed in 1834, in a time when the kindred population had been halved by their warfare with the Garou. At this time, it wasn't just the Kindred of Toronto, but rather the Kindred of Ontario. The Prince of Toronto (presiding over most of Upper Canada (about 12 Kindred in all), met with the Garou who heavily out-numbered the beleagured Kindred, and the Magi, who, for the most part, were an unknown force. Prince McDiarmuid desired the pact to protect his own existence. The Garou wished to stop the destruction of their kinfolk, and the Magi wished for peace to protect their own existences. 7.1 The Current Text of the TSNAP Agreement. On this day we, the duly appointed representatives of the supernatural peoples found in Toronto, Upper Canada, hereby proclaim this to be the true Toronto Supernatural Non-Agression pact, revised with all ratified amendments, May 14th, 1970. Let there peace between our separate peoples, that might reign from this day forward. An oath of allegiance to this pact has been sworn by representatives of the local chapters of the Camarilla, the Council of Nine and the Grand Moot. The text contained herein has been agreed upon by all representatives and witnesses, for the aforementioned parties. All others must pledge themselves in support of this pact, or declare their separation from their respective supernatural agencies. The statues comprising the Toronto Supernatural Non-Agression Pact are as follows: Section 1, Formation of a Tribunal I, Each people will determine their own representative to a tribunal that will smooth conflict, contract negotiations, and hear the suggestions of their respective peoples. II, All peoples will do their best to support their respective tribunal representatives, so long as that representative acts for the good of the pact. III, The Tribunal representatives will have final word on dispute settlements. IV, Once every quarter century, the pact representatives will meet during a half-moon, to discuss, offer counsel, and renegotiate out-dated elements of the pact. Section 2, Mutual Responsibilities of the Pact Peoples I, Each peoples will actively seek to protect one another from their enemies. Personal enemies shall remain a personal responsibility, unless they undermine the stability of the pact. II, All pact peoples will seek to protect TSNAP territory from others with conflicting interests. III, All pact peoples have the right to monitor the behavior and activities of their fellow peoples to ensure freedom and security. IV, All parties represented by the pact will strive for peace among the supernatural agencies, as violence between pact factions could expose our continued existence to undesired publicity. V, There will be no destruction of any of the pact peoples while within the city limits. i) Specific Kindred may be hunted and killed on formal declaration of "Blood-Hunt" by the reigning Prince of the Toronto Camarilla, or his direct superiors. ii) Specific Magi may be hunted and killed upon the formal declaration of their respective orders. iii) Specific Garou may be hunted and killed upon formal declaration of the Tribal elders of said individuals tribe. Section 3, Responsibilities of the Garou I, Mortals will not be killed within the city limits. II, Once every twenty-five years, a Garou theurge will meet with the Elder of the clan Tremere, and a Mage designated by the Council of Nine to perform the rights of direction, to direct newcomers to their proper places of introduction. III, The Garou will aid in the maintenance of the Kindred Masquerade, if requested to do so. IV, The Garou will aid in the working of Pact-related magic if requested to do so. V, Garou will decrease the weight of ecological terrorism and agricutural protesting, relying more heavily on peaceful forms of protesting. VI, Garou septs will allow a mage access to their caern, so long as the purpose for which it is applied is to strengthen or protect the Pact. Section 4, Responsibilities of the Kindred I, Kindred will not destroy mortals within the city limits. II, The reigning prince of the Toronto Camarilla will act as the Pact contact. III, Kindred will use their influence among the mortal society to limit the spread of corruptive practices, ecological destruction and injustice. IV, Kindred will undertake to limit the size and rate of growth of the city. V, Kindred will aid the Garou or Magi in pursuits that strengthen the pact, if so requested. VI, Kindred will respect and avoid specific areas of the city, designated as Garou Caern Sites. These sites are included in appendix A. VII, Once every twenty-five years, the Tremere Elder will meet with a Garou Theurge and one of the Magi to perform the rites of Direction. Section 5, Responsibilities of the Magi I, Magi will actively seek to limit the destruction of structures and land bound within the city limits. II, Magi will aid the Kindred in maintaining the masquerade, if requested to do so. III, Magi will aid the Garou and/or the Kindred in pursuits that actively strengthen the pact. IV, If a Magi takes energy from a caern site, they will return within a reasonable amount of time to return the energy. V. The Magi will annually fund energy into a selected Garou caern site, to aid in combattin the Wyrm. VI, The Magi will keep watch over the kindred who sleep beneath the city. i) The identities of the sleepers will remain a secret among the Kindred. ii) If a sleeper should awake, the Prince will be notified as soon a possible. This pact we hereby agree to in the names of our peoples. We therefore set our names herein to show our support. Grand Moot Representative: Cordden, Homid, Bone Gnar, Theurge, Rank 5 Council of Nine Representative: Benjamin Cordick, Order of Hermes, Adept Camarilla Representative: Prince Gregori Tolvanov, Clan Toreador 7.2 Current compaints about the Pact Mages can kill mortals within the city limits This seems like the most obvious oversight. It has been assumed that each party was acting in good faith, and not using their abilities to sway the outcome of the pact, but the omission of this simple statement has caused a lot of doubt to fall on teh magi, and the Order of Hermes in particular. Consequently, the Order of Hermes and the other Tradition orders are a bit more cautious in the uses of their magicks.. There has been constant complaints that many people on each faction have not aifded in the maintenance of the masquerade, or in the pursuit of strengthening the pact. No suggestions for remedying these entries have been made. The Kindred have a problem with being responsible for the growth and size of the city. Gregori himself feels that the city is not beyond his influence, but well beyond his control. There also complaints of some magi not returning used quintessence to a caern they took it from.
