The puppet master is usually a schemer and mastermind. It may not be the actual leader of a group but it controls the leader.

Ranged; [b]Pull the Strings[/b] (minor; at-will) * [b]Charm[/b]
Ranged 10; Level + 2 vs Will; the target is dominated (save ends). A puppet master may only dominate one creature at a time with this power.
[b]Focused Mind[/b] (move; at-will)
The puppet master focuses his toughts gaining a +2 bonus on charm and psychic powers until the end of it's next turn.
